What Is the 30-Month Stay Requirement
MOE requires that your child has lived at your current address for at least 30 months prior to P1 registration. This is to prevent parents from moving closer to popular schools purely to gain an advantage in registration. The rule has been in place for many years and is strictly enforced.
The 30 months are counted from the date of P1 registration, not from the date your child was born or from when you started living at the address. If you moved on January 1, 2024 and your child registers for P1 in August 2026, you have been there for about 31 months. just enough.
How MOE Verifies the 30-Month Requirement
MOE uses the address on your child's birth certificate or passport as the primary reference. If your child's birth certificate shows a different address than your current address, MOE may investigate further.
Your utility bills, bank statements, and official correspondence are used as supporting evidence. MOE has been known to contact parents directly to verify address history. False declarations can result in your child's allocation being revoked.
What Happens If You Have Not Stayed 30 Months
If your child has not lived at your current address for 30 months, MOE will use your previous address for school assignment purposes. This means if you moved from Ang Mo Kio to Bedok 12 months ago, your child will be treated as an Ang Mo Kio resident for P1 registration, not a Bedok resident.
This can be either an advantage or a disadvantage depending on the school landscape at your previous address versus your current address. If your previous address had easier schools to get into, you may actually benefit from the rule. If your previous address had harder schools, this works against you.
The Practical Implication
The 30-month rule means you cannot move to a new address shortly before P1 registration to improve your school chances. If you are planning to move and you have a child approaching P1 registration age, factor this into your decision.
