The 10 Safest Primary Schools for P1 Registration in Singapore

Some schools are easy to get into. They have vacancies at Phase 2C because fewer parents applied than there were places available. These are the ten schools with the most Phase 2C places remaining in 2025.

What this list shows: After Phase 2C closed in 2025, these schools had the most places left. That means children who applied in Phase 2C at these schools got in without needing a ballot.

Si Ling Primary School. 92 places remaining

With 150 places available, 58 were taken at Phase 2C. Si Ling is in Woodlands and has never triggered a ballot at any phase.

Anchor Green Primary School. 132 places remaining

With 240 places available, 108 were taken at Phase 2C. Anchor Green is in Sengkang and has never triggered a ballot.

Ahmad Ibrahim Primary School. 154 places remaining

With 220 places available, 66 were taken at Phase 2C. Ahmad Ibrahim is in Yishun and has never triggered a ballot.

Jiemin Primary School. 63 places remaining

Xishan Primary School. 80 places remaining

Peiying Primary School. 52 places remaining

With 200 places available, 148 were taken at Phase 2C. Peiying is in Pasir Ris and has never triggered a ballot.

Yishun Primary School. 72 places remaining

With 220 places available, 148 were taken at Phase 2C. Yishun Primary is in Yishun and has never triggered a ballot.

What this means for you

These schools are spread across different towns. Woodlands, Sengkang, Yishun, Clementi, Jurong West, Bedok, Sembawang, Pasir Ris. You do not need to live in a specific area to access a school where Phase 2C is virtually risk-free.

The trade-off is perception. These schools are less oversubscribed because fewer parents actively target them. But every one of these schools is a fully functional MOE school with the same curriculum as any other primary school in Singapore.

For parents who want to avoid Phase 2C risk entirely, these ten schools offer a reliable path to P1 registration without ballot anxiety.
