Bukit Panjang Primary School, West Spring Primary School, and Zhenghua Primary School are the three schools in Bukit Panjang that have shown ballot pressure across the 3-year period. This article goes deeper into what the numbers mean and how to think about your registration strategy at each school.

Bukit Panjang Primary School triggers Phase 2C ballots in every single year of the available data. This is not a school where you can rely on Phase 2C being clear. It is a structural oversubscription at that phase.

In 2023, 47 applicants were over the available places at Phase 2C. In 2024, 59 were over. In 2025, 17 were over. The 2025 figure is lower but that does not mean the pressure has eased. it means fewer families entered Phase 2C as their registration phase in that particular year. The school still had a ballot, which means the demand was still there relative to the available places.

Phase 2B also had a ballot in 2023 (3 applicants over). Phase 1 and Phase 2A are generally OK, though Phase 2A had 0 applicants processed in 2024, which means the prior phases had already taken most of the available places before Phase 2A ran.

For parents targeting Bukit Panjang Primary School without sibling, Phase 2A, or Phase 2B priority, Phase 2C is the ballot to prepare for. The scale varies but the ballot keeps appearing.

Phase 2A at Bukit Panjang has been clear in most years. However, in 2024, Phase 2A had 0 applicants, which suggests Phase 1 had taken so many places that Phase 2A ran with little to no demand. or the remaining places were absorbed quickly. This is not a ballot but it is a sign that Phase 1 take-up is high enough to affect the later phase dynamic.

Phase 2B had a ballot in 2023 (3 applicants over). Otherwise, Phase 2B has been clear. If you are using the parent volunteer route at Bukit Panjang, your odds are reasonable. the Phase 2B ballot in the 3-year period was small.

Phase 2C has triggered a ballot in all 3 years. 47 over in 2023. 59 over in 2024. 17 over in 2025. If your child is entering through Phase 2C at Bukit Panjang Primary School, the ballot risk is real and it is a consistent pattern, not a one-off.

West Spring Primary School had Phase 2C ballots in 2023 and 2024, and Phase 2C cleared in 2025. But the more notable pattern is Phase 2A triggering a ballot in 2024 (7 applicants over). That is unusual. Phase 2A ballots are less common than Phase 2C ballots and typically indicate a concentration of church or alumni families in a given year.

If you are targeting West Spring through Phase 2A, be aware that a ballot is possible even at this phase. The 2024 data shows it happened. If you have a Phase 2A connection, do not assume the path is clear. check the most recent year’s data before you rely on it.

Phase 2B has been fine across all 3 years. Phase 1 is healthy. The Phase 2C ballot in 2023 (6 over) and 2024 (13 over) resolved by 2025 when Phase 2C cleared. This is a school with improving Phase 2C dynamics, but the Phase 2A ballot in 2024 is a reminder that earlier phases can also surprise.

Phase 2A had a ballot in 2024 with 7 applicants over the available places. This is a notable deviation from the normal pattern where Phase 2A is usually the cleaner phase. If you are using a Phase 2A connection at West Spring, treat it as a potential ballot risk, particularly if the church or alumni community around the school is large.

Phase 2C had 6 applicants over in 2023 and 13 in 2024. In 2025, Phase 2C cleared with places remaining. This is a positive trend. The school seems to be moving away from Phase 2C oversubscription, which is good news for families targeting West Spring in Phase 2C.

Zhenghua Primary School is the most unpredictable school in this group. Phase 2A triggered a ballot in 2025 (2 applicants over). Phase 2CS balloted in 2023 (12 over) and 2024 (19 over). Phase 2C was clear in 2024 and 2025.

The Phase 2A ballot in 2025 is unusual and worth monitoring. It suggests that the church or alumni community connected to Zhenghua may have had a concentrated wave of applicants in that year. If Phase 2A ballots continue at Zhenghua in future years, the school moves into a similar category as West Spring. where even Phase 2A is not a guaranteed path.

Phase 2CS ballots at Zhenghua are also notable. Phase 2CS only runs if there are leftover places after Phase 2C. A ballot at Phase 2CS means families who were balloted out in Phase 2C re-entered the supplementary phase and still found more applicants than places. This is a specific dynamic that affects families who enter at Phase 2CS.

Bukit Panjang Primary School is the most consistently oversubscribed school in this town. Phase 2C has triggered a ballot every year for 3 years. If you are targeting this school without sibling, Phase 2A, or Phase 2B priority, prepare for a Phase 2C ballot every time.

West Spring Primary School had a Phase 2A ballot in 2024, which is a warning sign if you are using a church connection. Phase 2C cleared in 2025, which is positive. The school seems to be in a period of improving demand at Phase 2C, but the Phase 2A dynamic is worth watching.

Zhenghua Primary School had a Phase 2A surprise in 2025 and Phase 2CS ballots in 2023 and 2024. This is a school that can surprise at both ends. Phase 2A with a small ballot and Phase 2CS with a moderate one. If you are targeting Zhenghua, be aware of both scenarios.
