Phase 2C Supplementary: The Last-Come-First-Served Safety Net Explained

Phase 2C Supplementary is the last official phase before MOE steps in and assigns your child to whatever school has vacancy left. If you are a PR who missed Phase 2C, this is your final shot before the centralised assignment process takes over.

Who Qualifies

Phase 2C(S) is for Singapore Citizens and Permanent Residents who participated in Phase 2C and did not get a place. If you did not enter Phase 2C at all, you cannot jump straight to Phase 2C(S). The supplementary phase only takes applicants who went through Phase 2C first.

PRs are processed after SCs in Phase 2C(S). If a SC applicant and a PR applicant both want the last remaining place, the SC applicant gets it.

How It Differs From Phase 2C

Phase 2C uses home-school distance as the primary tiebreaker. Phase 2C Supplementary does not. If 15 people apply for 10 places, a computerised ballot decides. Your distance from the school does not help you here.

The number of places in Phase 2C(S) varies by school and by year. Some years a school might have zero Phase 2C(S) places because Phase 2C itself was oversubscribed.

The 10-Percent PR Cap

Every primary school caps PR and international student enrollment at 10 percent of the cohort. Once a school reaches that cap, no further PR or international students can be admitted even if vacancy technically exists. This is why some schools show minimal Phase 2C(S) applications in ballot data.

What Happens if You Miss Phase 2C(S)

MOE runs a centralised placement exercise. Your child will be assigned to a school with available vacancy. This assignment is not negotiable. Your options at this point are accept the placement or look at private schools.

Strategic Reality

Phase 2C Supplementary is not really a strategy. It is a fallback. The parents who do best in P1 registration make their Phase 2C choices based on real vacancy data and their home-school distance. By the time you are in Phase 2C(S), the decisions are mostly already made.
